Illinois Legislative Update

Following weeks of committee hearings in the Illinois House and Senate, the Illinois General Assembly has reached its traditional two-week spring break. Due to the nature of remote committee hearings and the effects of COVID mitigations to the legislative process the Senate extended the deadline for members to gain committee approval for their legislative initiatives to April 16th. The Illinois Senate has resumed meeting in-person at the Capitol, with very limited access to the public and lobbyists. The Illinois House has been working mostly through remote committee meetings via Zoom. The General Assembly is scheduled to convene again after the break April 13th.

The House Public Utilities Committee passed several important bills for the broadband and telecommunications industry out of Committee Monday, March 22. House Bill 2380 extends the expiration of the Telecommunications Act and Video Competition Law and was approved with unanimous support. These laws were scheduled to sunset December 31st, 2021 and the legislation extends the statues for five years. HB 2830 also provides relief from carrier of last resort obligations for CenturyLink under the same provisions approved for AT&T in 2017.

The Public Utilities Committee also unanimously extended the Small Wireless Facilities Deployment Act that is set to expire at this June. The five-year extension of the Small Wireless Facilities Deployment Act to December 31st, 2026 in House Bill 2379 provides the regulatory certainty to attract continued investment in 5G wireless networks in Illinois.

House Bill 3702 updates the Emergency Telephone System Act (9-1-1) to address Next Generation 9-1-1 services and extends the statute to December 31, 2023. It also passed out of the House Public Utilities Committee unanimously this week. The 9-1-1 Advisory Board continues to discuss further potential amendments to the statute that may be added to the legislation this Spring. The ITA and other industry members on the advisory board will be actively engaged in the negotiations.

A full summary of bills the ITA is tracking can be found on the ITA website.
